It's Monday, the 2nd of November. Welcome to the BDB Afternoon Bulletin. I'm Mike Baker. Your eyes and ears on the world stage. All right, let's get briefed. First up, could the U.S. be preparing to strike Iran immediately after Tuesday's U.S. midterm elections? Well, possibly. Israeli Prime Minister Netanyahu is reportedly pushing for renewed military action. But now, President Trump reportedly wants more time for diplomacy. Because, as we've seen, the hardline Islamic Republic leadership is all about diplomacy. I'll have the details. Later in the show, a new twist in the cyber war between Russia and Ukraine, as hackers infiltrate emergency warning systems and send false alerts about incoming nuclear missiles. But first, today's afternoon spotlight. President Trump and Israeli Prime Minister Netanyahu? Netanyahu and Netanyahu are reportedly at odds over the next phase of the war with Iran, with the Israeli leader pushing for a more aggressive timeline, and Trump, reportedly, wanting to give diplomacy a little more time. According to Axios, the two leaders discussed the situation during a phone call Saturday, with one Israeli source describing the conversation as difficult, and an American source calling the conversation, quote, direct. Netanyahu reportedly believes the U.S. and Israel should resume military operations as soon as possible. As the elections are over, which is what President Trump has been hinting at for several weeks. But now, Trump apparently has adjusted his position and wants to see whether supposed ongoing negotiations with Tehran can produce an agreement. The president publicly described the conversation with Netanyahu as, quote, very good. But regardless of whatever differences may exist between the two leaders over timing, the U.S. is continuing to prepare for the possibility of another major military campaign. According to Reuters, four European officials say American forces have assembled enough military assets in the Middle East to launch attacks against Iran with very little warning, potentially as early as this week. And Trump has been fairly open about what those attacks might involve. Speaking to reporters on Saturday, the president said there were still one or two Iranian nuclear facilities that needed to be addressed. He specifically mentioned, Trump said, quote, we can do that in 10 minutes. We have that planned, end quote. Now, for those of you wondering, yes, it could actually take longer than 10 minutes. The president may have been speaking in hyperbole. Western officials believe Iran has buried critical portions of its nuclear infrastructure deep underground, making those targets particularly difficult to eliminate. For now, however, the White House is reportedly keeping the diplomatic option open. Iranian negotiators reportedly met with Qatari mediators over the weekend in an attempt to restart direct talks with Washington and prevent another round of fighting. Those discussions ended Sunday without a breakthrough, although Iranian officials say indirect contacts are continuing. Tehran has presented a revised proposal that it claims could be implemented within two days. Among other things, the plan calls for the U.S. to end its naval blockade of Iranian ports, ease restrictions on Iranian oil exports, and allow the Strait of Hormuz to reopen. But there is a major sticking point. Washington wants Iran to make meaningful concessions concerning its nuclear program, while Tehran insists that American restrictions must be lifted before those negotiations can even begin. Iranian officials also have rejected suggestions that they transfer their stockpile of highly-enriched uranium to another country. So, in reality, Tehran is not offering anything new in terms of concessions, and in reality, there is a distinct possibility that they're simply continuing their strategy of block and delay, dragging out negotiations in an effort to wear down Washington, determine what changes occur as a result of the midterm elections, and essentially outlast the patience of the U.S. But Iran, at the same time, is also preparing for the possibility that military strikes will resume. According to Reuters, Iranian officials have drawn up detailed retaliation plans targeting American military bases and other critical infrastructure throughout the Persian Gulf. Potential targets reportedly include energy installations, desalination facilities, and undersea communications cables. And, of course, that does have America's Gulf allies concerned. Countries including Saudi Arabia, Qatar, Bahrain, and the UAE host important American military facilities, and those bases, of course, would likely be targets if the U.S. launches another attack. During earlier rounds of fighting, Iranian missiles and drones struck American military installations and energy infrastructure across the region. Now, Gulf officials are warning that another military confrontation could produce even greater destruction, particularly if Iran expands its attacks to civilian infrastructure. And, of course, meanwhile, the Strait of Hormuz remains an active conflict zone. On Sunday, Iran's Revolutionary Guard Corps, the IRGC, claimed that two oil tankers exploded after striking mines while traveling through what Tehran described as an unauthorized shipping route. Those claims have not been independently verified. But a separate incident involving a Qatari liquefied natural gas carrier has been confirmed. The vessel called the Al Mayeda was attacked Friday while sailing through the Persian Gulf. Qatar has condemned the incident, and launched an investigation, although the identity of those responsible, they claim, remains unknown. Well, who could it be? If only we had some clues. And as previously mentioned, Qatar is one of the countries trying to negotiate an agreement between Washington and Tehran. All right, next up, a nuclear scare in Ukraine and Russia after hackers compromised emergency alert systems, sending false warnings to millions of people about incoming missiles, radiation, chemical attacks. I'll be right back. Hey, Mike Baker here with a very important message about watching out for, safeguarding, and protecting your family's future. Their phone app emergency alerts began warning that a nuclear-capable Russian missile was on the way. But it was a hoax. The emergency alert systems had been hacked. The notifications started rolling in shortly before the news. The news was that a nuclear-capable Russian missile was in Ukraine before 11 p.m. Sunday in Kyiv and other parts of Ukraine. One message claimed Russia had launched a Russian hypersonic missile and claimed that a nuclear alert had been declared across the country. Other messages told them there were radiation and chemical threats and even possible firefights in the streets of Kyiv. But there was one problem with these alert messages. They were written in Russian. Ukraine's official communications are required to be in Ukrainian, so that was a clue. The country's air force picked up on the news and said, good for them, and soon posted on Telegram that the emergency alert phone app appeared to have been hacked. Suspicion immediately, obviously, fell on the Kremlin. It described the app as having been subjected to, quote, enemy influence. And then it addressed the threat directly. Quote, there is no radiation threat. Stay calm and follow our updates on our channel, end quote. From there, officials moved to contain the problem. All clear messages went out for each of the false alerts and Ukraine's Ministry for Digital Transformation and the Ministry for Digital Transformation and the Ministry for Information temporarily suspended the targeted app. The ministry said other alert channels were still working, including the normal air raid sirens. As for how people reacted, one Kyiv businessman told Reuters he was briefly surprised by the messages before realizing what had happened. He checked with his family and friends and they had not panicked. In his words, quote, this did not trigger the kind of reaction in society that they expected, end quote. Still, he wasn't dismissing what had happened. Quote, you can laugh about it, but on the other hand, they did gain a certain level of access and were able to hack the program, end quote. And across the border today, Russian authorities were reporting a breach of their own. Russia's state news agency TASS quoted the Ministry of Emergency Situations in Moscow, who knew they had a Ministry of Emergency Situations, as saying its mobile app had been hit by a cyber attack and was spreading false information. In this case, the message claimed nuclear warheads were headed toward every Russian region. It told people to gather enough food for three weeks and take shelter in their cellars. Now, unlike the alerts in Ukraine, though, this message made little effort to pass itself off as an official announcement. Reuters reviewed it and found slang, profanity, and insults directed at Russia. The message even called Russian regions, quote, swamps. It wasn't until later today that a pro-Ukrainian hacking group called Atesh posted a screenshot of the warning on Telegram. Its app has been hacked. Moscow, meanwhile, tried to downplay the impact. The aforementioned Ministry of Emergency Situations said the app was only a supplementary source of information rather than one of its main public warning channels. Its technical specialists were working reportedly to get it running normally again. And that, my friends, is the PDB afternoon bulletin for Monday, the 2nd of November.
