Since the start of President Trump's second term, this White House has been more and more comfortable taking swift, decisive action against perceived enemies. Think Venezuela, think Iran. Well, this president has had no problem launching economic battles, either, even with our closest neighbors. Well, they have to pay a fair rate, it's always very simple. So think back to last year, the Trump White House imposes sweeping new taxes on Canadian imports. Fast forward to this year, the US Supreme Court declared many of those null and void, but that led the Trump administration to try again, threaten new ones under different authority. Well, last week, as we've discussed, Canadian Prime Minister Mark Carney walked away from negotiations. Those US tariffs clicked in the place. The gap between partnership and competitor, unfortunately, has remained too wide in recent days. Canada said they would retaliate. Like for every dollar of our product, you tax, we will find American imports to tax as well. Well, yesterday, before Canada had even listed how it would retaliate, President Trump announced he would retaliate for the retaliation. You following me here? If you're not, don't fret. We got ABC Senior Political Correspondent Rachel Scott at the White House this morning. Rachel, can you just help me understand the last 24 hours? Because this is starting to go back and forth really, really quick. Oh, my gosh, Brad, talk about a tit for tat between the US and Canada. Look, this is one of our largest trading partners. Obviously, it's our closest ally right to the North. President Trump imposed that 50% tariff on about $20 billion worth of Canadian goods. Canada is vowing to respond. President Trump now says that he'll slap 50% tariffs on Canadian car parts, cars, trucks, and steel. And Mark Carney is now saying that he's going to announce even more tariffs. For territory tariffs this morning. The goal of our trade negotiations with the United States has always been to get the best deal for Canadians, never a deal at any price or at any time frame. So what is this all really about? Well, from the US side, the President claims that Canada wants the benefits of being a state without actually being one. From Canada's side, they said that the Trump administration and President Trump specifically cannot be trusted. They're accusing the President of essentially pulling out the rug from underneath their feet in the final hours of these negotiations, throwing curve balls their way, and essentially trying to force them into a deal that they did not want to agree to. We cannot accept what they've offered, and we will not give what they've asked. So Prime Minister Mark Carney essentially walked away from these negotiations and put his hands up. And things have taken quite the turn. Ontario's premiered lash that repeatedly at Trump. This guy's a loser. He's going to be a loser and simple as that. We're going to fight with everything we have, and you know, something, I have more courage, more brains in my baby toe than he has in his whole body. And look, this is an interesting approach from Canada's Prime Minister Mark Carney here. I mean, he is zeroing in on the fact that we are less than 75 days out from the midterm elections. He knows that these tariffs are going to hit small businesses here in America who eventually pass those costs off to consumers in the form of higher prices. He said this is going to hit American auto workers really hard. Yeah, I was going to say, like, how much could prices go up on big ticket items? Because like, we're taxing Canadian hockey sticks right now, but it sounds like this is about to get much more substantial. And that is the big concern here in Washington, Brad. Just how much can this escalate? Yeah, sure. We're talking about hockey sticks, alcohol, maybe some electronics and clothing and apparel. But now the president is trying to up the ante, talking about cars. That's how far we'll Canada go and retaliating. So we could see this be more widespread than both of these sides initially thought. Well, and if we're talking about, like, how voters perceive all of this, I'm also thinking about, like, there are certain groups that clearly want tariffs in place because they do feel like other countries have preyed upon American companies, something specifically of farmers. And yet we're seeing an almost opposite reaction from the Trump administration when it comes to agriculture stuff. As much as the president is digging in on his tariff policy, he's also keenly aware that Americans are on edge about this, that there's anxiety across the heartland. And one stark example of that is the president and an effort to lower prices on groceries. He's now pausing tariffs on imported ground beef for about 90 days just until after the mid-term elections. And Brad, you would think that Republicans in competitive races across the country would see this as good news. But in fact, it got the opposite reaction, one Republican after another, especially those in competitive races across the heartland, are saying that this is going to hurt American cattle ranchers. It seems like every time we get this, like, you can not have an opportunity, or we're going to make money, a rug gets pulled out from underneath us. We spoke to some of them across the country. President Trump ran an America first campaign. He ran on no new war. We have higher inflation, higher debt, a new war, and we're not America first when we're talking about importing beef. Brad, at least eight Republican senators, all from farmstates, have now spoken out against the president on this issue. And that's the thing is, it's so many points the president has said, hey, it's going to be tight. It's going to be belt tightening time, but just see this through with me. At first it was terrorist, but then it was also the Iran war. And the question from a lot of Americans is how much tighter can our belts go? A group of people that were like, no, we really would like to help with terrorists because we're facing like this new threat of a foreign beef being imported. That's coming right as the White House is like, how do we lower grocery prices for everyone? So they're like, no, no, no, that's not the tariff we wanted you to get rid of. That's abcsecretsavings.com/starthere We said last week that as a military endeavor, the war in Iran is kind of a stalemate, not because each side's military is equal. they're not, but because if the U.S. goal is to completely dismantle Iran's nuclear capabilities, well they can't do that without ground troops or a peace accord. "I view the straight of hormones as an American territory right now." If they want to make the straight of hormones completely safe, they can't do that without destroying every tiny drone in the Middle East or, again, reach a peace accord. Come to think of it, a peace accord seems like that would be a pretty valuable thing, right? But Iran hasn't budged. "They want to make a deal, but they're not going to make the kind of a deal that I feel is necessary." So how do you get them back to the negotiating table? Well, maybe you could sanction them, but then, again, Iran's got all the sanctions you can sanction. Well, yesterday the Trump administration started outlining a new pressure campaign, and not just Eddie Iran itself, but also at its allies. "It is no longer acceptable to operate in the great spaces of this conflict. Countries cannot claim they are blind to enabling this activity." ABC Shannon Kingston covers international relations. Shannon, this came from Treasury Secretary Scott Besson, right? What's the plan? That's right, Brad. And remember, last week, President Trump promised that economic D-Day for Iran was coming. "We have very draconian sanctions, and we'll see what happens." But when Treasury Secretary Besson came out and announced the plan, well, he reframed it a bit, called it more of a warning shot. But really, as it stands right now, it's not that forceful of a warning shot because the administration still hasn't laid out very many specifics. They did say they were going to go after any remaining economic lifeline Iran has by going after different entities in different countries that are still doing business with Iran. "The actions of Treasury and other agencies will tighten the news and block every potential source of revenue that funds the IRGC and the evil Iranian regime." But Besson did not lay out a timeline for when the government was going to act. He didn't call anyone out by name. So that has left a lot of room for doubt on whether the administration is truly willing to follow through on its words. "I was interested when Trump started mentioning all the trading partners Iran has. I mean, we're not just talking about North Korea or Venezuela, right? Like, we're talking China. We're talking India. So the question was, like, can the Trump administration really force these huge countries to bend their will? Is this sort of giving us the answer?" "Well, it's certainly giving us the question, right? The tool in mind for the Trump administration right now are secondary sanctions. Now, these are penalties imposed by the government that go after these third parties. Companies are individuals within these foreign countries that are doing business with a heavily sanctioned country in this case Iran." "Our objective is to sever every economic lifeline that sustains this tyrannical regime until tyrann stands alone." "So these punishments apply outside of a nation's standard legal borders. And the big concern why no one wants a secondary sanction is because there's a threat of losing access to the U.S. global currency to the international banking system. For businesses, that's the death penalty, right?" "Wait, like, the moment you're persona non-grotto with the U.S., like, you kind of don't get to trade in dollars and with the U.S., like, that's the issue." That's right. I mean, the U.S. dollar is so powerful in global banking. Everybody uses the U.S. dollar in a certain way. The Trump administration has used these secondary sanctions throughout the course of the conflict. But in regards to countries like China, it's gone after these smaller entities, right? They're not hugely consequential while leaving big Chinese banks untouched. So China, very pivotal here to what the administration is trying to do. But going after China does come with some hazards here. Because every time the administration has gone after even these smaller Chinese entities, Beijing has fired back with its own counter sanctions. Obviously, China hugely consequential to the global economy. And there's a lot of concern within the administration right now that if there are these measures against bigger Chinese banks, well, the ripples that could spread through the economy might inflict major damage, not on Iran, but the U.S. "Oh, like, once again, like, the very measures you're proposing could end up hurting Americans." And you go, "Oh, wait. Like, is that exactly what we want to do?" I think, "Are there any other mechanisms, then, Shannon?" I mean, we tried out bombing them. They still got their drones. They're still antagonizing ships. We've tried sanctioning them. That hasn't gotten anything over the line. Is there anything else? Well, we know the blockade is still in effect. And that has been moving the needle somewhat. And doesn't also mention quiet diplomacy, the power of quiet diplomacy. We know the Trump administration has been working behind the scenes to put pressure on some of Iran's trade partners to step back. And we saw, perhaps, that work last week when the UAE announced it would no longer do trade with Iran. Now, that's just an announcement, right? But the UAE has been very pivotal to helping Iran evade sanctions, helping Iran secure goods it needs to keep its economy, or what's left of it running. Yeah, I was going to say, Shannon, just to be clear, like Iran's economy, not doing so hot, like pressure is mounting, I gotta imagine. Yeah, absolutely. We saw yesterday Iran's currency hit an all-time low. They are struggling. But, Brad, as we often talk about, if there's anything Iran is really practiced at here, after five decades of these crushing sanctions, it's outlasting. We are giving everyone the opportunity to remedy bad behavior. Why would I want to blow up the global financial system? The regime has one goal and that's survival. So they're pretty good after all this time at making do with a little bit or a lot of bit of economic hurt, something that the U.S. and especially the Trump administration really doesn't have the appetite for. All right, from D-Day to more Qs and As. All right, Shannon Kingston, break it all down. Thank you so much. Thank you, Brad. I saw a headline yesterday saying the U.S. government has ordered steep cuts in how much water, California, Arizona, and Nevada can take from the Colorado River. It's the result of what is becoming an increasingly worrisome drought in the region. The government hoped a bunch of western states would voluntarily restrict their usage enough to make up the difference, but that hasn't happened yet. Which made me think, wow, that's got a signal, a really bad fire season in itself, right? Like, if rivers are that dry, generally, so is the land around them. Well, this week, a fire in northern Nevada, near Reno has set thousands of acres ablaze and more and more have been evacuated. ABC's Melissa Adon is actually on the scene right now. Melissa, can you just describe what it's like out there? Absolutely, Brad. It is first off hot and very dry out here, and there are so many people who have been impacted from this fire and have just been pushed out throughout Reno and displaced from their homes. You don't know if the winds are going to shift and it's going to get worse, you know, so you're just kind of, I got all my stuff in my car and in his car, so we're so it's like ready to go. I really want to cry and go back for all my stuff, but you know, I just pretty much got what I thought I needed. We're looking at the hawk fire. This is a fire that broke out over the weekend, already burning more than 15,000 acres. It's injured three people, three firefighters, and firefighters really have a lot of work ahead of them. We have 800 personnel working on the incident and we're working and engaged 24 hours a day, foresee doing that for the foreseeable future. Firefighters say that it got started on Saturday and they say it was because of those hot dry and windy conditions. There were reported gusts about 30, 40 miles per hour and that's what they say set a blaze and actually caused the flames to jump the highway, U.S. Highway 395, which just blows down and also get into a neighborhood and burned homes within a neighborhood. Now at this point officials say the fire was in fact human caused and that's what they're looking into whether accidental or on purpose. You mentioned a neighborhood. How remote is this area? Because like we are starting to see evacuation orders just piling up by the thousands, right? Absolutely. This is not far from downtown Reno. Really? We are at the heart of Reno. You just go out about 15 minutes. Those are the immediate first roadblocks that officials have set up. The National Guard is here. They're pushing out so many people because they had 45,000 people that were ordered to evacuate then more than 40,000. So we're looking at almost 100,000 people that had orders either to evacuate or do to be prepared to evacuate. Life safety first property second. We want to make sure that our first responders and that our citizens are evac safely. You're talking about a super large scale of people that are impacted and what's really interesting here is that when you look at the topography of northwestern Reno, there's been a lot of neighborhoods that have been built up over time here. A lot of communities and a lot of the people I speak with here tell me that a big concern, a big problem is that a lot of these neighborhoods have only one way in and one way out and that main road artery that they all need is U.S. Highway 395 and with their shut down, it just creates so many problems altogether with neighbors, even just people trying to get to homes and neighborhoods that are perfectly fine and pretty, you know, sizeably far from the fire and save from the fire. But they're still impacted because if they get on that critical roadway, they could essentially slow down firefighters and slow down life-saving responses. Right, like biggest little city in the world, I think it's called. So now you have these big little suburbs as well. What's next then? I mean, any hopes to contain this? Absolutely. So as long as these winds have died down, that has been favorable for firefighters, that's a plus. But again, we're looking at still hot and dry conditions. So that's not necessarily helping out the efforts. Our weather conditions continue to be challenging. hot, dry, windy and no end in sight anytime soon. We're hoping they can continue to get an upper hand there and then try to get some containment, but right now they had been looking at a lot of the topographies. The mountainous area that's where they're seeing of course new growth with the fire because it's really hard to contain and just difficult terrain. But we're hoping to see some progress.
