I actually had the chance to ask the attorney general for the state of California who, where this trial was taking place, is this a big tobacco moment for big tech? And he said there are similarities. This is a major moment to clean up an industry that has been hurting our kids. Metta is not admitting any wrongdoing in this settlement. But it is also calling this historic. It says this is really the first step in an industry-wide settlement. Metta said in its statement, we want to do what is right for parents and for teens. But really, the culmination of a moment here where we've seen all this litigation kind of piling up against these social media companies coming to ahead with this really monumental settlement. Elizabeth, you mentioned 48 states in several territories that leaves two states. What were the holdouts and why did they say they were not joining this? Yeah, there were two states that did not join in on this settlement. And it is worth noting actually Texas was part of technically a separate settlement here. But all kind of falls under the same umbrella of this up to $18 billion in payments. Florida said in this statement that the payout to the states are peanuts compared to the profound harms that Metta's profit-driven addictive features have inflicted on children and said, we'll see them at trial. New Mexico is the other state and it had actually already gone through a very similar trial. Probably remember just a few weeks ago, Metta was issued up to almost $1 billion in fines just in that state from the outcome there over this. A similar social media addiction case, now Metta is vowing to appeal there. But a clear kind of groundswell here that this is coming from so many states at the same time, Metta saying, we wanted to bring these states together, but also acknowledging that there's lots of litigation here, Brad. And it is worth noting that there are still thousands of other lawsuits outside of these state attorneys general. The attorneys in those cases say they're still going to fight in court. Metta says it will aggressively still fight those in court too. Well, this kind of what I'm wondering, Elizabeth, is whether Metta just sort of saw the writing on the wall? I mean, they're facing not just like restrictions on hours, they're facing bans among underage users in a lot of other countries right now. I'm wondering if they thought they were going to like essentially be put out of business if they didn't come up with some more proactive rules on their own. But will this change anything in the eyes of parents and advocates? We have been moving in this direction for years and Metta knows that. It constantly points to the actions it has already taken on teen accounts in an attempt to kind of fend off this constant criticism coming from states and families and schools as families across the country are trying to figure out how to deal with the fact that people are spending so much time on these platforms. You know, there are a lot of challenges around, for example, age verification and in places in other countries like Australia where we've seen really strict bans for younger users. Right, how do you enforce that? Right. A lot of kids are still finding ways to get around that, Brad. And that's something that Metta knows and the government's know. And some of this does actually legally meta says hinge on what the other social media platforms do too. Metta made a point of saying that $5 billion of that $18 billion is contingent on TikTok and YouTube making similar changes to their platforms. And it only has to make that payment out if those companies do these changes too because otherwise it says it could be at a competitive disadvantage. All along through this, we have been talking with families who have directly, they say, suffered from the consequences of their kids getting addicted to social media. Often at very detrimental costs. I'm here because I don't want her short 16 years to be in vain. This yesterday in California at the courthouse, one mom, Victoria Hinks, was emotional. She was there just to be there in this moment. Her 16-year-old daughter, Alexandra, took her own life after her mom says she got addicted to social media. 21 to drink, 25 to run a car, but yet you could be any agency, anything on the internet, and there's no car grills. This is, in the words of many of these parents, a step in the right direction, but there is still work to be done. It's so interesting that, like, that meta is almost saying out loud, like unilateral disarmament will cost us so much. Like, that is the modern reality. (upbeat music) Nepal has some of the most rugged terrain on Earth. This is the land of the Himalayas, of Mount Everest, to its north, it's China, to its south, it's India, but it's almost impossible for these huge countries to invade, it's just too treacherous. And yet yesterday, this land was shattered, not by some occupying force, but by nature itself. Yesterday morning, high in the mountains, rivers began to overflow. Soon this was a flash flood, and as the water and ice picked up speed, it was turning into a full-blown landslide. By the time it reached populated areas, it was too late. To say these towns were buried, wouldn't it do it justice? This was like watching an ocean wave hitting sandcastles. They never stood a chance. It was like bombs going off. (screaming) As of this morning, well over 150 people are dead, hundreds more are missing, among them, dozens of Americans. ABC's chief international correspondent James Long and joined us, James, really dramatic videos circulating online of these floods. Can you just describe what happened here and how bad the damage is? - Yeah, it's just catastrophic, Brad. I mean, anyone who's ever seen a big disaster movie, I'm thinking of the day after tomorrow, where you see those big aerials of huge waves of water washing away entire buildings. That's what's happened here. I mean, one image in particular has struck me what looks like a bus terminal of some description or big official looking buildings. And it's a really wide shot. And you notice what looked like ants running down the street, but they are people where that wide and then this massive literal wall of water, some estimates as high as 160 feet comes in and just wipes everything away. People had no chance. You're watching people run, but you know that they're not gonna make it. It's just catastrophic. And we now know, at least 157 people have been killed. That number is likely to rise. Official numbers from the government there, say 75 people have been injured, but again, that's gonna go up. - Oh, I sure don't know. - Yeah, right? - A big big issue here, though, Brad, is that it's a massive, massive draw for tourists, for hikers, for people from all over the world. It's a stunning part of the world. Of course, you're not far from Everest here. These are the foothills of the Himalayas. And we know hundreds, possibly, of foreigners have been reported missing. The Nepali Tourism Board puts the number at 291 foreigners. 93 Nepalese have gone missing from the effective area. It is just catastrophic. It's not too big a word. - And by the way, you mentioned all the tourists who are in the country, especially this time of year, quite a few Americans, it sounds like as well. Do we know anything about them? - Yeah, well, ABC News has spoken to the Nepali Tourism Board and they say 47 American tourists have been out of contact and are missing. That number could go down, of course, because it might be that people just can't get in touch. But one of the specific groups that looks like they've been hit were a group of pilgrims on a spiritual retreat. 22 Americans were in that group. It's from the Isha Foundation. This is a Hindu group that's based in Tennessee. And these people were told we're in an immigration center at the border with Tibet and Nepal. 77 people in that group missing in all. And actually, we've seen the video of the wall of water hitting the building where they believed to have been. It just happened so fast people could not have it had any idea that this was about to happen. - Why, James, do we know what caused this? This can't just be like rainwater flowing downhill, can it? - Well, they're saying that it's a landslide that occurred on the Nepal-China border area, which hit a glacier and then in turn, that glacier then caused a flood of one of the major rivers, the Bhautikoshi River, which feeds into multiple other rivers in this kind of valley area. And basically, every river in the area burst its banks and flooded the whole valley, the whole basin. It looked like for a time people thought there was an earthquake because they felt one. And actually, the event was so massive, it felt like it did cause an earthquake. It looks like it's recorded a 5.5 earthquake seismically. But it actually wasn't an earthquake. It was just such was the enormous level of force. Of course, people are talking about climate change, accelerating the melting of ice and glaciers around the world. This looks like a colossal freak event. But the fact is that glaciers in that part of the world have been melting faster. Or perhaps looser than they would otherwise be. I mean, look, yeah, we're a few days out from this event, Brad, very difficult to know for sure. But what is true is that glaciers are melting faster than they perhaps ever have before. And so this is just part of maybe a weather pattern, an extreme weather pattern that we've actually been witnessing in different parts of the world. And when you talk about areas is difficult to access as these mountain villages. I mean, everything is sitting there below in the valley. That is where life usually grows. Here it's where death just absolutely took over yesterday. James Longman, thank you so much. Thanks, Brad. - Mail ballots in this country have had a rollercoaster week. So let's run it back real quick. - We as a Republican party are going to do everything possible that we get rid of mail and bells. - Earlier this year, President Trump issued several executive orders that sought to exert more national control in elections, which are, of course, usually run by states. - I'm very happy to be signing the voter integrity. And I think it's going to be really great. - States will tell you, you can't tell us how to run our elections. - I don't know how it can be challenged. You'll probably challenge it. And you're making it to find a rogue judge. You're going to open a lot of rogue judges. - Well, for one Trump said, there should be this national registry of eligible voters. This wouldn't force states to do anything, he claimed. We'll just be using federal data to determine who's over 18, who's a lawful citizen, and where we think they live. But then he also started making clear to state leaders that if an ineligible voter did manage to cast a vote, the Justice Department will throw the book at you, especially the order said, if these ballots violate new US Postal Service election security guidelines, the mail is federal after all. - The cheating on mail and voting is legendary. It's horrible what's going on. - Blue states were outraged. The White House was accused of trying to throw out the ego ballots it deemed inconvenient. Law suits flew, despite there being no clear cut rules from the Postal Service about what these guidelines would look like. - Voting by mail has never been a partisan issue until Donald Trump decided to pedal conspiracy theories. - The Supreme Court waved off one of these suits earlier this week, and then yesterday, a federal judge stood down on one as well. Well, it means, as of this morning, there are no legal blocks on the Postal Service moving forward with new rules for the midterms coming up. And now guess what? New lawsuits are being filed that could halt it all yet again. ABC Senior Washington Correspondent Devon Dwyer, so you're Devon, what a whirlwind. What is the word from the courts exactly? - It sure is, Brad. And let's not forget what the whole purpose of this executive order was and the president signed it back in March. I mean, this was the president's efforts, contrary evidence of negligible fraud and non-citizen voting through the mail, but to put federal control over mail ballots, ostensibly to make them more secure, although many states say they already are secure. - The Democrat leaders, guys like Schumer, who are corrupt, they want to use it for cheating because their policy is so bad. And so this has been a pitched battle already over some of the requirements it would impose on states and also new risks that it would inject into the system for disenfranchising people who for a number of reasons might not be on these government lists. I mean, our lives are dynamic, we get married, we change our names, we move states for jobs and family reasons, people become naturalized citizens every day in this country. And so you can imagine keeping up on all that change on a federal level, you know, could be quite difficult. So the bottom line at the stage, Brad, is that this executive order that seeks to put the postal service as the male ballot police, something never done before to make them the ultimate verifier of who's eligible and not eligible to be voting through the mail is, you know, uninhibited today. The president can begin to make plans and implement a bunch of those provisions, including the building of citizenship lists, the tasking of the Justice Department to prosecute state election officials who might inadvertently or otherwise get mail ballots in the hands of noncitizens. And then critically, as we've been talking about, have the postal service come up with some new rules for how they will do their new directed job from the president of being the mail ballot police. So that's happening, but as you said, a new lawsuit has now been filed. So we're in kind of yet another chapter in the legal battle that is just beginning. Yeah. Because it's interesting that the news yesterday was that a judge had ruled the same judge was ruling on a bunch of different facets of this case, and he ruled on one of them. The Supreme Court was kind of weighing in on something different earlier this week. But it was framed like they're giving the green light to the Trump administration. So I mean, what did they rule and how does that affect what's happening today? Well, the Supreme Court on Monday basically turned away the initial legal challenges to this executive order as premature. All they said in their decision, which was six to three, the conservatives in the majority was that, you know, no states have been harmed yet. The president hasn't put any of the wheels into motion, no demands have been made of individual voters. There is no direct impact yet on the upcoming midterm election. There's nothing for us to stop basically. So what we're not stopping it. There's nothing for us to stop exactly and add a new twist to the story, Brad. Almost the same time that the Supreme Court was delivering this news that it was premature. The Postal Service was publishing its final plan for the midterm election, how they plan to do this. It was almost like two ships passing in the night. The decision saying it was too premature, right? As the Postal Service was saying, well, here you go. And so now that these details have been put into print, we have a new legal challenge underway. A different group of 25 Democrat-led states has now filed suit before the midterm election. So we're kind of in chapter two now of the legal battle against President Trump's effort to, you know, federalize control over male ballots. And remind me then what that, what would the new USPS rule, the one that is published now that they want to move forward with, what would it actually do? Well, remember, the President wanted the Postal Service to be this very aggressive male ballot police, the enforcer and monitor of who is eligible to vote, who's on those state voter eligibility lists and only taking ballots to and from homes and businesses where those eligible voters live. That specific detail was not in the rules for this November. So the Postal Service already says they are not at least with respect to the midterms going to be involved in any way in verifying voter eligibility, studying personal identifying information about voters. What their rule does say, though, Brad, is that each state, which intends to send ballots through the mail, which is all of them, have to meet some standardized requirements for the design of those ballots. They have to have barcodes on them, for example, that can be trackable. We will know a million mail in ballots, there'll be a million envelopes and you'll be able to know exactly correctly that citizen voted. Some modest requirements of states that have not existed before at some new procedures for postal workers who have not typically been involved in that level of monitoring of mail ballots before. So a little bit watered down from what the President had hoped for, but this isn't the end of the story. This is just coming into focus now just a few months before the midterms, but we have what about the 20-28 elections, and elections after that, there's a lot more time to plan for that, come up with new schemes, and so the legal battle that was newly launched yesterday by these states is just the beginning. I mean, there are going to be many more legal challenges and they will return to the Supreme Court, and so what we heard this week is not the final word. I see, so not huge changes, maybe this time around, but this is why a lot of Democrats are like, well, the lists, the codifying of it all, the federalizing that that's a concern going forward. This was an actor whose mischievous humor, unmistakable voice, and gender-bending performance in the cult classic Rocky Horror Picture Show turned him into a legend. I'm just a sweet transvestite, I'm from trans sexual, tranself in New York. But he was even more than that. The man with the Cheshire cat grin was actually born in Cheshire, England, and began his career on the London stage. With his wide eyes and musical theater skills, he would go on a star in musicals like Annie. And comedies like Clu. The double negative has led to proof positive I'm afraid you gave yourself away. Are you trying to make me look stupid in front of the other guests that need any help from me, sir? That's right. But if all these were core memories from moviegoers worldwide, it was still a Rocky Horror Picture Show. This wacky, send up of science fiction and horror flicks that created a culture unto itself. I remember as a teenager going to a midnight show at the Art Theater in Long Beach, California, where not only were people showing up dressed as characters, they'd also seen this film so many times they would fill the silence between lines. Some audiences made soundtracks of themselves. I see you, Shiva, with animal tissue. Bitch. But this was a place for the Goths, for the outcasts, for the people who had always wanted to experiment with wearing fishnets. And Tim Curry was their leader. It was that comfort with weirdness that made him the perfect villain from Home Alone 2 to Muppet's Treasure Island, to the genuinely creepy Pennywise and Stephen King's it. Come on, Mako. Don't you want to lose? In recent years, Curry had suffered from a stroke. He lost control of the instrument that had served him so well. But three years later, he returned to the public eye to accept a Lifetime Achievement Award from the Actor's Fund, a group that helps put fellow entertainers back on their feet. The world is a little less playful today, a little less impish. Many of us wonder what we would accomplish with more years. But Tim Curry wouldn't have that problem. He always seemed to follow his own advice. Don't dream it. Be it. He wanted to know my favorite thing about Tim Curry. Someone once said the reason Michael Cain was so great in a Muppet Christmas Carol was he successfully treated the Muppets like fellow human actors. What made Tim Curry great in Muppet Treasure Island was that he, a human, successfully became a Muppet. Him and Dolly in two days. What a loss. I'm Brad Milky.
