I mean, there was no there was no genuine move to get him to come to the to the also units party at the time. It was a discussion of whether or not he would be open to it. And then I would of course brought that further to the party. But it happened, but it was absolutely clear that he could stand with a straight face and say that meeting never happened when it clearly. It did and you know it did. And that's the same thing that he's done with other issues in regards to issues around his sexuality issues around. The sexual abuse that he was involved in. So there's lots of things that he's able to compartmentalize. I don't know how he was able to carry on and do in the high role that he was in and do the things that he did and just carry on as normal. It's really quite incredible and how deceitful people like him really are. The D.P. didn't know he was meeting you. The D.P. might not have known about any. They certainly didn't know but the sex abuse allegations did they. They're adamant about that. In Paisley is saying that others were told about the allegation from this alleged third victim. Others are saying that it was it was known by some within the party about. So Jeffrey's Jeffrey Dawson visits to the case owner. Yeah, look, there's lots of coming out at this moment in time and they're coming from different people who said they knew certain things, which would make you. Your ears prick up and say, what else was going on? But look, I have to say at the time of Jeffries arrest, I think Gavin Robinson was very open and very clear. I think neither one of these other allegations have come out following the spotlight program on Friday. I think Gavin has also been clear by calling for an independent review within his party. I think that needs to be incredibly independent and needs to be a deep day. And of course there are other political leaders who have called for a wider review of Jeffrey Dawson. And that's because they have MPs who are able to call on the government to do that. And I would support all of these, by the way, but as a back venture as an independent, as an independent unionist. All I can do is use the mechanism available to me and that is a police ombudsman. And therefore that's why I'm calling on the police ombudsman to do an investigation and they can start that now. And that is to help with clarity and from that we will find out what the PSN I knew. If indeed they knew anything before the arrest and what information was then passed on, I think that's important for all of us here in Northern. Okay. Doug, thank you very much. Thank you. Well, the police ombudsman has been in touch with the BBC this morning. Police ombudsman's mindful legal proceedings are ongoing. However, she will consider correspondence from Doug Bitty and may seek information from the PSNI in order to carry out an initial assessment. Well, that's all caveated by the ombudsman. Are they asking the PSNI or not for an initial assessment? May seek information from the PSNI. Does not tell us whether our ombudsman is going to seek information from the PSNI. Okay. David Graham, a former DUP special adviser, has suggested the DUP could be significantly damaged politically going forward as questions have surfaced about their safeguarding policies. This is the biggest crisis that the DUP has faced as a proportionally small party in Western democracy at this phase. A lot of crises. The real challenge now is the unknown is the on and on the consequences. Even this morning reading that Jeffrey Dawson's allegedly going to appeal his conviction, that being the case, that will keep this alive for much, much longer. The real challenge right now is the fact that I think the party structure is exposed in terms of who makes decisions when they make or made decisions. Although I've said this time and time again, I am offered to convince to my dying day that no one within the DUP was aware or the old seriousness for that matter was aware of the reasons for Jeffrey Dawson's conviction. But the real challenge now for Gavin Robinson and others is the fact that you know you have the current speaker of the house, you have a former minister and Jim Wells, you have a former high ranking MP and MP's like basically all coming out and saying, oh well, you know, I knew this, I knew that often I think in particular, Stephen, the issue around the LH third victim, whatever the circumstances that may be. The fact that senior members of the party were aware she's on brain has reported that us are spotlights, I'm like, Bridesmaid's in as well. That's a real challenge now for the DUP and I think that trust with the public is is is gone on at the moment to be quite frank, I think that no senior members to the public because because we've got to go for some of the detail of this, don't we? Because listening, listening to the testimony about that alleged third victim, that third victim did not want to come forward did not want to bring it any further. So what does a political party do in those circumstances? I think this is the real difficulty here because you know when you look at the independent inquiry that the DUP are allegedly going to and put in place, what exactly will come out of it and you're right, we've got to take a step back here and say, if people were so suspicious of Jeffrey Donaldson and you know, I knew it is drinking and it's just fairs and is visiting so on and so etc. Why then you know allow him to become the highest ranking, highest and financial union as politician in the United Kingdom. And then you know, why are you that the harbour I mean what exactly I don't I think ultimately the public will want to know because I think the trust right now is is gone and I think it is exposed the flaws within the DUP's party structure. And the key here is that as the week has gone on, the Schnubel has built in terms of negativity in terms of you know in you and do and ultimately the perception of versus reality that that's politics. And for years of campaigning behind the scenes to try to move Jeffrey Donaldson into the leadership position that the DUP I mean, you know people were well aware of the time and events and I've written about this in the paper, you know, I wouldn't put the events to pull the trigger and took his place. And Jeffery Donaldson can raise up because he had gathered for well over three years, Edwin and command you know Jeffrey being Jeffrey that there's no sort of joint and then there was a coup to overthrow Edwin, but I think Stephen the fact of the matter is that the DUP has been long, long overdue and overhaul. David, thank you very much. Thank you for talking to us today. We appreciate it. Thank you. Thanks. We'll talk to about story in the country. Isn't it next the alliance justice minister Naomi law? Well, I think there are a couple of things that we need to say. First of all, I hope that the Convection last week. First of all, we'll be of some comfort to the victims who had the courage to come forward. And secondly, we'll encourage other people who may also be victims of sexual abuse. To have the courage to have the confidence to come forward and raise complaint because it proves that there is a fact of who the person may be who does these things that they can't be held accountable and I want to encourage people to come forward, which respect to the allegations that were made in the spotlight program last week. I think there are a number of questions that are raised by that about who you want and when. Now, I think there are questions to be asked about what happened even if the victim and I accept as justice minister, I'm very conscious of this that it's always up to the victim whether or not they want to pursue a case with the PSNI. But that does not absolve people who are aware of those situations from their responsibility to report for safeguarding reasons what they have been told. And I think that that is serious and we have heard again that Adwin Puts was also aware of the situation. There's no suggestion and either occasion and that either of them treated that of something that needed to be dealt with in terms of safeguarding. And I think that is a very important thing to have on in terms of reporting. Now, I don't know if it was reported. I don't know if safeguarding was undertaken. But those are questions that need to be asked and frankly need to be answered.
So you would have expected the DUP is a political party to do what precisely as a leader of a party yourself. Well, if someone came to me and said that a member of my party behaved in what was a sexually aggressive manner towards anyone, or behaved in a way that would of course be concerned. First of all, there are internal processes with respect to bringing the party into distribute. But if I were to believe based on the reports that that person may be predatory in nature, I would say a duty, first of all, to report the incident to the PSNI on a live end and then to discuss what the victim work goes from there, but it at least puts it on the radar. But also to consider what other safeguarding measures need to be put in place, it would not be acceptable for me for a colleague of mine to behave and sexually predatory manner. I'm no action to be taken. In fact, I was concerned that in the interview with Ian Peasley, what he said was about Wonton to get him out of there, I quote before he does himself any more harm, I think surely the focus should have been on the woman, not on the person who was damaged in the reputation of the woman. But Ian said he was being the person who was being made to say he was very uncomfortable. Ian Peasley said he spoke to that female. He asked and asked, will she sure that she didn't want to take it further? He said that she said no, so in that circumstance, the trust with that alleged victim would have been completely braced. Had Ian Peasley have gone against her will to others. But you cannot ignore someone who is behaving in a way that could potentially place other people at risk. You cannot lose the view of the victim that they do not want to proceed further in terms of, for example, Wonton to report it to the police. But you can't pretend that the incident didn't happen. You can't pretend that it may happen more than once. And you do still have to take measures that our ways of parties can discipline their members. There are ways the parties can do with these issues in terms of reporting them through safeguarding. That falls short of a police investigation if the victim doesn't want to. But also burn mind, burn mind, save the part and balance. You're talking about a very senior member of a political party, someone who went on to become leader of the largest unionist party. Many young women in not situation with a career ahead of them may not have wanted to make it compliant because they've made a complaint or made a fuss, could have been viewed as career end. And that's why we need clarity on what happened. We need clarity on what support was offered to that young woman on to the other young woman who came forward and was a world at that time. We need to know what happened in those circumstances on the good practice and best practice was being followed. And this isn't something just about the DUP. There's been seen over recent years a number of scandals emerging out from various parties. Unfortunately, we've seen it with churches, we've seen it with political parties, and we've seen it elsewhere. But the instinct still seems to be protect the institutions first. Protect the victims of second. That needs to change. And that's what I have been trying to do through the work that I'm doing as justice minister. And not the challenge now for us all is what do we learn from what has happened in these circumstances? How do we impact the quite serious allegations from the salacious and gossip around all of this? Because, was nobody a fan that it's okay for people to lead a double lies or to get drunk and public and make an exhibition of themselves? Those are not criminal matters. What the criminal matter is where somebody is forcing themselves on another person in a sexual way. When somebody is behaving in a way that would make other people feel uncomfortable, that kind of inappropriate conduct, particularly in the workplace. I think it's something that needs to have zero tolerance. While you have been leader of the Alliance party, have you ever received an allegation of improper sexual conduct? Yes. And how did you handle it? Well, in both cases those are being handled by the PSNI and the person out with the standard from the party. And that was how it was dealt with. I think it was reported to the PSNI and reported us and they were suspended. And the particular cases, one of which is still alive and I don't want to go into. And our issues that I couldn't investigate, there wouldn't be for me to investigate. So the PSNI was involved. And that's how I would deal with it. If somebody came to me and made a serious allegation of sexual impropriety against one of my members, they would be suspended, panned an investigation and it would be reported to the police. Can I also ask you, Doug Biti is calling for through the ombudsman to establish what the police knew and when. In other words, did the police know stuff that they should have acted on? You're the justice minister. Are you calling for the PSNI to publicly disclose what they knew and when? I think the PSNI have a number of questions to answer in terms of what they knew and when. Though I have to say it's fairly clear that when serious allegations were brought to them, those were handled swiftly and effectively. And that they did not hang around once they had allegations. And Stephen again, this is partly I think to do with the fact that a police officer had witnessed Jeffrey Donaldson allegedly entering a gay farmer in London. That is not a criminal activity. That bottom line, it may have indicated that he was a hypocrite. It may have indicated that he was left in the double life, but it's not a crime for adults to engage in sexual activity. And I think there is a danger of conflating the truth. So why are you saying the police do have questions to answer? What questions have they done? Well, the question I suppose is what's Jeffrey under surveillance at that time? Because I think a lot of people would find it so much surprising that they just happened upon him at that point in time. I think there is a question around that on whether there was some kind of investigation. Are you entitled to get the answer to that? Those are just as much? Well, no, not necessarily because it depends whether it pertains to something local or whether it would be work that was being done. I'm through intelligence services. Of course, I will see when these are, as I said, there are questions to be answered. But not necessarily only by PSNI and that's where it becomes slightly more complicated. Certainly, I think there will be people asking the high on why there were people who just happened to see Jeffrey and news compromising situations. But that in many ways becomes a destruction from the main issue. The main issue here is about illegal conduct. Not stuff that would be gossipy, not stuff that would suggest that he wasn't living up to his own standards. But that is absolutely legal and consensual activity. The issue that I have is when it crosses the line and the sexual abuse and sexual misconduct that could be in certain cases being illegal. And that should never be anything that people compromise on when it comes to safeguarding. The public's desire for information around this is understandable, isn't it? This is someone who created themselves as a leader of the country who gave out plenty of moral instructions. And he was a hypocrite as well as being a child abuser and everything that comes with it. So the public will now be wondering how much it's costing them, what type of facility he's staying in. For example, should he be moved to a prison across the water or stay here? If he stays here given the dangers to him, that's at a considerable cost. As our Justice Minister, can you tell me how he's being housed safely and is that at additional cost? No, I can't tell you that because it would be a breach of confidentiality within prison service. And for to be discussed and not we do not discuss the individual circumstances and respective any prisoner on Jeffrey on because it is private information. People are still entitled to degree of privacy, even when in the prison estate. And we do not discuss the settlement of any prisoner because it would be inappropriate on Jeffrey isn't to do more or no less than any other prisoner in that regard. Well, is the entitled to that privacy or is it just handy for the authorities not to tell us how he's why are we the public not entitled to know? Where he's being housed like how is he safe? Why are we not entitled to know? For the same reason that if you were to be arrested tonight on a migabri tomorrow, nobody would be entitled to know about you because it is the consistent approach of prison service that we do not discuss individual prisoners. That is in something that we have invented because of Jeffrey Donaldson's incarceration. It has been the consistent approach in the entire time that I have been Justice Minister on before. And it will remain the approach that we take because any information that we share by the individual prisoners has to be proportionate, has to be appropriate and has to be justified. There are really a governing high we date with these issues and within the rules it would not be appropriate for us to discuss. So we're also then not entitled to know, for example, there are rumors that he's on a hospital wing. We're not entitled to know whether there's a disproportionate cost on hyzings for Jeffrey Donaldson.
and challenge whether it should be maybe be moved to England with new information on that? Every, every prisoner, every prisoner is housed in a way that is appropriate for their dignity and safety and for the dignity and safety of other prisoners that comes at a cost for every prisoner, but we do not discuss the situation with regard to individual prisoners nor should we, nor should we change the rules simply because it is a high profile prisoner and this day. To see if to say that Jeffrey will be kept safe as well as those around him. That's the most important thing the prison service has. That is our responsibility and it would be wrong. It would be wrong for us to breach the responsibilities we have simply because it may be of interest to people, but that doesn't mean that it is of genuine public interest. Can I ask you one final question around that? How difficult is it to keep someone, to keep Jeffrey Donson safe, given his profile, given his crime? Well, look every prisoner who comes into the estate, particularly those with sexual sciences, will be at a degree of risk. There is no question about that, but prison service are extremely capable. When it comes to money to not risk, and to keep both out prisoner, and other prisoners, see if that is their day and daily work. I have every confidence that they will ensure the safety and so far as anyone can of Jeffrey while he is within the car of the prison system in Northern Ireland. As they have with other high profile people who have been committed to custody. It is part of the job and they do it well. Okay, Mr. Thank you very much indeed. Thank you. Further questions about the DUP, who have announced an investigation into an internal investigation really into the party. We have sent questions into the DUP. This is right in the Jeffrey Donaldson situation. We have sent questions into the party. What would be the nature of this investigation? How long? Will all of the answers be published? Will all the findings be published? Questions like that? We've got the hear from the DUP. We've been speaking to the leader of the ACLP Claire Hanna, who gave me her thoughts on the latest revelations against Olson. I think they're absolutely shocking, Stephen. And more, I think they need to be a watershed and a real change in the society on accountability and progress. I think everybody was just deeply shocked last week at the verdict. And that has given away to anger at the double life that Jeffrey Donaldson was clearly leading while moralizing about everybody else. And increasingly at how many people seem to know that there were concerns, that there were issues and none seem to have done anything for either accountability reticence or for safeguarding reasons. You've surely got to be careful here as a leader of a political party because no boss, no leader of any organisation knows what's going on within it necessarily about individual people. And so the DUP might not have known a lot. They certainly didn't know he was a child abuse or they made that clear. And you don't know what's happening in your party. People don't know what's happening in the BBC. It's individuals, isn't it? I have a lot of sympathy for individuals who were clearly as blindsided as the rest of us, but as BBC investigations have shown. There were a number of people who had very serious concerns about behaviour. And it is for them. I'm not saying that they of course knew the depth of the property of the allegations around Jeffrey Donaldson, but it was for them to account now what they did in terms of wider safeguarding issues. But even there are broader issues as well. And it is for many people the hypocrisy of the things that the DUP were blocking about other people's lives while potentially knowing what their senior figures were doing and throwing their weight around things like relationships, education, and school, things like defamation laws. Stephen is another modernisation that happened elsewhere in these islands, but hasn't progressed here because it was blocked by not alone. The DUP I think should be in HUD frustrations with that as well, but it is the culture that makes it even more difficult for wrong being to be exposed. So, Stephen, I think it needs to be, as I said, a watershed moment for accountability, for progress, for humility. I mean, even while the trial was going on, we had senior figures in the media talking about other people in the terms of alien cultures, talking about people in child marriages and all of that. A complete lack of humility about some of the behaviors that were associated with their own political project. People didn't think to blame the DUP, but we need to see that this is now, as I said, an entirely different approach. People deserve more than politics that are based on division and fear and culture wars and denial of facts. And I want to make one point, Stephen, about whatever about the security services and new about Jeffrey Donaldson. Like others, I do find it hard to believe that none of this had reached their ears. The day they did. So, you think they would have known? What do you think the security services knew? Stephen, I genuinely have no idea whatsoever, but if these rumors, and I mean this quite genuinely, I didn't know about these rumors. I'm not moving in those circles, but if they were as prevalent as some of the media allegations have appeared to indicate about other parts of his lifestyle, not about the particular depravity he was convicted for. Even if the security services knew it is entirely self-serving to suggest that the protocol daily he did was on the basis of blackmail over that. The daily did was because his party had nowhere else to go. And it is a further denial of the facts and distortion and attempt to mislead people to imply that the only reason he did that deal was because of blackmail. Well, last year, not within the TV. Well, Jim Alistair's view on the protocol, but reality was biting. The fact that nothing was being solved by destroying the health service further, by destroying other public services further, by holding the assembly down. And more or less, everybody except Elements of the TV and the U.P. knew that the hard Brexit ideology and the failure to protect businesses in Northern Ireland wasn't sustainable. And that's why that daily was done. And I think it's just a further a further distortion, a further denial of facts and a further example of political leadership that this region really really can do with. So what are you calling for the DUP to do? They have launched their own investigation into their own party, haven't they? I think obviously that review is a very needs to be a really serious, robust, unindependent piece of work. But I would like to see further humility, Steven, in terms of how they have used their mandate as a video to block progress in so many areas of life. And I think that that is the part that people have been have been angry about this week. As I say at the same time, at the same time that there was so obviously a rottenness at the top of the party. And again, that of course, there are blameless people in that party who should not be who should not be backwashed by that. But those videos were being used in a way that affected people's lives and real ways. And I give two examples around things like defamation reform are not being able to have full press accountability. But many, many daily policies, obviously a very obvious one was about respect and rates for LGBT people. That has no been taken, that's been always taken out of the DUP's hands. But we still see we have to be in stone around in very many areas of public policy. And this should and could be a watershed moment for yes, represent the people who have voted for you.
