Bill's Beat: Norm Lipinski let go from Surrey Police Service

The discussion centers on Carry Linfinley’s unexpected victory as leader of the BC Conservative Party, winning by a narrow margin using a points system. Despite being seen as an underdog, she now faces criticism from the NDP, which labels her an extremist—a charge she deflects by accusing the NDP of radical policies like drug decriminalization. Political analyst Bill Tealman notes that the NDP likely favored Linfinley’s win, but her social conservative ties (e.g., faith, family, freedom rhetoric) may deter moderate voters. Meanwhile, leaked pipeline routes from Alberta to BC’s north coast challenge the federal tanker ban, promising contentious debates. In Surrey, the sudden removal of police chief Norm Lipinski without public explanation has raised concerns about transparency, with the union citing burnout and budget cuts. Tealman emphasizes that BC politics is volatile: Linfinley’s unpopularity with centrists could benefit the NDP, but the current government’s failures (e.g., deficits, crime) may drive voters toward change. Ultimately, the outcome hinges on whether Linfinley can broaden her appeal and whether the NDP can regain momentum before the next election.

time for my visit now with bill tealman bills beat bill is a long time political strategist former Vancouver City Council candidate bill thanks for coming on they might be here okay bill is talk about carry linfinley now the new leader the bc conservative party she surprises the pollsters and the pundits there she wins man that was close she wins a razor close like did you see von paulmer's call on rebroke it down by votes it was like it's like a few dozen votes between her and i know i know i know i know i did see that of course i did see that of course in that yeah just a narrow to win and of course the conservative party bc is using this point system as opposed to straight up vote counts uh. but you don't know you know you didn't know exactly what happened how close it was on on the night they were announced the results but yeah i just a sixty votes when it made the difference the other way so as it closes it gets and uh. you know now the challenges i mean give her credit she was not seen as a front runner at any point in time i don't think it was always either carlin elliard or in black or millibar uh. and so she put it all together but you know it's gonna be a pretty big challenge like you you saw that i saw in your listeners may saw alain or sterco was what the one of the first recruits the bc conservative party by leader john russet at the time now saying there's a big hole in the center and she has no intention to go in there uh. so what will they don't care they don't they don't care about elinar sterco they don't care about elinar sterco thanks yeah but she's the best critic she's the best opposition critic in the house and she's uh. gets more media than any of them combined almost all combined uh. other than the leader so i you know she would be a very very valuable either on her back to the concert or if she goes to a center party of some sort uh. watch out because she's a very good communicator and uh. smart uh. i agree that she's a very effective at m_l_a_ but i think carlin finley here uh. is quite pleased where she's at right now and think she can do some major damage here bc politics take out david ebina i'm really interested in your thoughts on that but let me let's let's talk about this carlin finley under immediate attack by the n_d_p_ so the new democrats say she is a right wing extremist now listen to her response here i thought this is the perfect way to turn it back on the n_d_p_ carlin finley responding to the n_d_p_ calling her an extremist listen to this we are not the extremist they are the extremist their ideological extremists and they have had very radical policies that have hurt british columbia in my view this is just a form of propaganda and of course they want to take a shot at me right away okay so she says the n_d_p_ are the extremists decriminalizing drugs like fentanyl and cocaine bringing in the u_n_ declaration in the rights of indigenous people making it the law in british columbia where the only province that did that that's extreme bill i think that's pretty effective response from her well i mean i think that's what she's going to say of course and and you know it it may work there are people who think the n_d_p_r_ extremist there's people think she's an extremist and a bunch of people in the middle who don't know what to think but uh. you know i just know you mentioned on parmer and he says she's more deeply affiliated with social conservatism than any writer center leader since bill vanderson which is saying a lot so you know it'll be up to voters to decide and and uh. for some people they may say i don't care she is a reason i just want to get rid of the n_d_p_ and for others they'll say i don't care she's way too right wing for me i'm going to hold my nose about for the n_d_p_ with uh. or another party so it's so there's a lot of wanted to go under that rich one thing i think for sure is that if the n_d_p_ had been able to select the leader of the b_c_ conservative party this is the leader they would have selected they wanted they wanted carry linfin lead a win and you wrote on twitter okay you're a your identity peace of port or we all know that you wrote thank you b_c_ conservative party for granting the n_d_p_ it's wild is dream do you think and man you got a lot of pushback on that from the from conservatives but i think you're right i mean they obvious this is this is the candidate they wanted to win right mike i said it on your show on the friday before we had the results out i i mean i'm i'm not trying to you know i was kind of having a bit of fun there although people took it very seriously very nasty comments i had to block but uh. no there's no question about it the n_d_p_ i mean your former was never going to win but other four leading they wanted carry linfin lead a win that doesn't that doesn't mean she won't do a better job than expect they expect it doesn't think they can win an election either but that said they were not at all keen on in black repeater millibar uh. or carolina liat winning the uh. winning this contest and so you know uh. she's got a she's got to prove them wrong but you know i saw her speech afterwards and you know faith family and freedom uh. i know who it sounds like what he's trying to suggest or you what it's a it's a very a very it's a very right-wing kind of called arms and you hear that kind of things out the border i don't think she's it this is he's like don't know i don't think she's like don't know i don't think she's necessary like don't come but she's like a lot of right-wing conservative politicians in the united states and can it okay bill let's talk about the this leak these leak details on a proposed pipeline route this is very interesting c_b_c_ news breaking this one here they got a hold of some new documents uh. for that outline some potential pipeline roots from alberta to the north coast of british columbia and right into the areas of the coast where that tanker ban is in place of that's remember that is a federal ban on oil tankers off the north coast of british columbia so here we have some proposed pipeline roots right in there that tanker ban well i guess we'd have to be lifted have a listen to b_c_ premier david e_b_s_ opposed to that idea if we can agree that the oil tanker bands going to stand place uh. then let's have those conversations i think that would make life a lot better and easier and british columbia in terms of our relationship with coastal first nations uh. we definitely take down the temperature bill your thoughts well i think that it makes it a lot more interesting and there's the fact that alberta is thinking about you know one route several roots in the north and and also in the south means there's a little bit of play there and i think auto i would prefer the one of the south because it avoids a lot of first nation problems and i'll tell you what like that's some pretty rough territory talking about going through the north and then you've got the tanker ban issue as well so we'll see what happens but uh. it's um. you know it's it's gonna be a divisive issue uh. the one thing that's different over the old the proposal northern gateway is uh. b_c_ has tried everything to block a pipeline and failed so there's no question of b_c_ doing a whole bunch of stuff again okay bill let's talk about this crazy stuff is going on at the syri police services absolutely wild so i got multiple news reports here now that the chief normal a pinsky has turned in his badge he's been placed on leave the uh. syri police board now confirming that deputy chief scott matzumoto is now the interim syri police chief the recruitment drive has begun for a new police chief normal a pinsky is out of there let's have a listen to vancouver city counselor lendy anis running for mayor she's got questions about this let's listen to meet with the no explanation given as to why he was let go i think come to be more accountability around this and i think that uh. the other questions that they should be asking is why aren't we getting more police officers why was the budget cut bill your thoughts well this one and i should disclose for your listeners that i still work a little bit with the national police federation which is the union for the r_c_n_p_ so they are usually were in favor of a syri police service but i don't know what normal pinsky and i don't know any of the details inside i have to think though that if this is if this is in some way allegations of something wrong and i'm not saying that is the case then you wouldn't hear much about it and it would happen very quickly which is uh. certainly it has that those hallmarks of uh. of a sudden firing over some reason but we don't know we hope you know hope to miss jolpinski can come for it and explain his side of the story and the syri police board can do the same thing but yet to be a shocker he you know he's a very skilled communicator he obviously helped deliver the syri police service her dog mccalum who started it and uh. and you know my friend with the new government decided that's the way they want to go and they forced it over siri um. so if it's something really bad and i think that will further the controversy the public needs some answers here don't they i mean i think i don't really yeah i mean they fired this guy uh. no notice to the public i've been taking a look at the i eat a memo that went out from the union for the syri police service describing that they were blindsided on this they had no idea why the why the chief was out they think he's being scapegoated for budget cuts it describes burn out crumbling morale staffing shortages over time shifts going unfilled in the syri police service the budget was cut there by syri city council i mean now you got the the police chief has been forced out come on now the public deserves some answers and some explanations here right oh absolutely i mean you can't remove the police chief of any in his valley or in the country without some kind of explanation as to why uh. i think you know the union i've seen the union statement as well and you know it's also saying uh. all the things you said there's a lot of problems there so you know is that uh. his fault is that that the governments fall, the city councils fall, etc. There's all sorts of possible reasons, but usually you don't fire a police chief because there's not enough money in the budget. That's would be rather unusual to me. I just, that doesn't make sense. So maybe he was planning on blowing this up publicly more and causing more problems for the street police board. But, you know, that's a police board that's pointed by the province primarily. So, imagine you've been charged with a crime and the only witness pointing the finger at you isn't even human. I remember thinking, are you serious? What is this thing? It's something artificial created by a mysterious Canadian and it's coming for all of us. A life-defining technology. Crime, as we know it, will never be the same. I'm like, oh my god, he's lying. From CBC's uncover, the expert witness, available now on CBC Listen or wherever you get your podcasts. Bill Tealman is my guest. Lots of calls here Darryl and Coquitlam. Hi, Darryl. Go ahead. Thanks for taking my call, Mike. I would like Bill's take on federal liberal voters in British Columbia. There's Keith Baldry says there's between 600,000 federal liberals. Does he think that a David E.V. might try to move the NDP to be more of a center left party in order to attract a lot of federal liberal voters into that camp before the next election? Bill. 100%. There's no question about it. I mean, in the old days, Mike, you know, and your listeners probably know, social credit and then BC liberals were a combination of federal conservators and federal liberals who put down their arms, provincially, to work together and be very successful at governing BC. That's fallen apart. And Carolyn Finley is a partisan federal conservator. She's a federal cabinet minister under Stephen Harper. And there are, I've talked to some of them. There are a lot of folks who are, you know, federal liberals and would vote for a moderate centrist party or they might vote for the NDP, depending on what's going on. They're not going to vote for a federal conservative. They're just not going to. Well, you know, people can get, people can get mad at me for telling the truth, but, you know, that's the reality. Don't forget that Carolyn Finley has lost a lot of elections to federal liberals. She's won, she has run federally seven times. Her record is three and four. She lost four times to federal liberals. So she's lost a lot. Now she had some wins. Of course, she had three wins at the federal level too, but she's lost four times at the federal level to federal liberal candidates. Kevin and Vancouver, hi, Kevin. Yeah, hi. You know, I historically, I've been kind of a left of center kind of voter, but I've got to be honest, the NDP have failed this province at any criteria that you look at. This is an abysmal showing of political management. We have drippa private who would have fun private property rights would be under attack. Who would have thought that gangs from India would be coming here and serving notice on the police service that they're, you know, that they don't care? Who would have thought we would have a large budget deficit in in BC history? They can't do the job. So give Carrie Lynn thinly. Maybe she, maybe she can bring it back a little bit to the middle as she smarts. She'll do that, but, but we need a new government. Okay. Thank you very much for that. I said in the show yesterday, I think the, the best weapon that Carrie Lynn Finley has gone for right now is David EB and the unpopularity of this provincial NDP government. You know, it's old saying in politics, Bill, you don't have to be a 10 out of 10 in politics. If you're, you can be a five out of 10 if your opponent is in it is like a two, right? All she has to do is be the, be go ahead. Well, as Ray Fner used to say, I'm CKNW in the land of the blind, the one I managed King to. So, you know, it's that if, if that's the case, you know, it's, I'm not one of the people saying, codely underestimate Carrie Lynn Finley. It will be a major challenge for the NDP to get back its mojo here and get going. There's no question about that, but they've got, unless things go somewhere strange, they've got a couple of years to do it. People have a couple of years to see what Carrie Lynn Finley has to say. Presumably she'll get into the house within six or eight months and have a lot to say. And we'll decide. But, you know, the economy can turn around. Things can be dripped as being appealed. EV is said, right? Property rights not on the table. As has Mark Carney. So, a lot can change. I've been through the roller coaster ride that's BC politics for many years. And the one thing you can't, one thing you can predict is it's unpredictable. Okay. We'll buckle up for another wild ride here. I think we're in for a bumpy one for sure. It's going to be fun to watch. Bill, thanks for coming on today. Thanks, Mike.

FAQs

Carrie Linfinley won the BC Conservative Party leadership race in a razor-close contest, just 60 votes ahead of her closest competitor.

She turned the accusation back on the NDP, calling them ideological extremists for radical policies like decriminalizing drugs and implementing the UN Declaration on the Rights of Indigenous Peoples.

Tealman said the NDP wanted Linfinley to win because they think she is easier to defeat, but acknowledged she might still prove them wrong.

Leaked documents show potential pipeline routes from Alberta to BC's north coast, which would require lifting the federal tanker ban, but Premier David Eby opposes this.

Chief Norm Lipinski was placed on leave with no public explanation, leading to questions about accountability, budget cuts, and morale issues within the police service.

Bill Tealman believes many federal Liberal voters will not support Carrie Linfinley due to her federal Conservative ties, possibly shifting to a centrist party or the NDP.
