We're certainly not calling for more bloodshed. However, there needs to be a reconciliation. There needs to be a reckoning. - What that looks like, he doesn't say specifically, but the evidence a judge has deemed palatable enough to warrant going through the courts and the families are trying to formally hold Saudi Arabia accountable. - We are outraged that we even have to be here 25 years later demanding truth, justice and accountability. - And they say there's more evidence to be uncovered, but they've said the U.S. government has long withheld it. - There should be no reason, no excuse after 25 years that our government still blocks the 9/11 families every step of the way from achieving justice. - And they say it's time for President Trump to release it, let it all come out publicly and then let the chips fall where they may. - But I do have to wonder, Aaron, about where this would put our relationship with the Saudis, 'cause at this point, I mean, not only is the president personally just on good terms with this royal family, this relationship has continued under several different administrations. And at this point, our fortunes in the Gulf region seem to be more intertwined than ever when you talk about the Iran War. - No question, and that's maybe why the government doesn't want to do anything to upset the Apple card here, but the families say it's time. - We've been fighting for 25 years, Mr. President. - We need you to have a tough conversation with Saudi Arabia. - And they say there doesn't even have to be any kind of particular consequence, but at least an acknowledgement of what was. And that may go a long way towards satisfying the families. And they say, frankly, Brad, that Americans should have a full understanding of its allies and also a history of the 9/11 attacks. - The evidence that's come to light forces us to think that our entire theory of what 9/11 was about, what the whole war on terrorism was about, was largely mistaken. - If this evidence is to be believed and Saudi Arabia did have a more prominent role than anyone has ever previously disclosed, well, the US went to war with Afghanistan in Iraq, ostensibly over 9/11. And the family's question whether those efforts were misplaced. - And we should know if the Trump administration says it is working diligently to identify records responsive to these family's requests. The Saudis have said in a statement that they remain allies with the US and sworn enemies of al-Qaeda. (upbeat music) President Trump has had a pretty simple message that this, first of its kind of midterm convention in Dallas this week, vote for me. - So I'm asking you to pretend that I'm on the ballot. I'm on the ballot. - Of course, the issue is it won't be President Trump's name on the ballot anywhere. It'll be the names of Republicans that some voters might have heard little about. Or if they have, might not have inspired the same reaction that propelled Trump back to the White House. So in the face of a potential blue wave, how do you turn the tide? One way Trump figures is money. I will issue a dividend to every adult citizen in the United States of America for $5,000. - On Wednesday night, the President declared that if Republicans hold onto the House and Senate in November, every American citizen of age would get $5,000. This prompted more questions than answers. Like does he mean that? How would that even work? Economists say this would add up to roughly a trillion bucks. Trump does not have a trillion dollars to spare. Most would agree neither does the US government. But if this is just a desperate ploy, there's still another way to give yourself an edge in elections. We draw your congressional districts. This year in state after state, we have seen what is usually a once-a-decade process be rushed through to accommodate one political party or the other. It started with Republicans that the presidents be hast. Lawmakers in states like Texas and Florida and Louisiana, Missouri have pushed through new maps to make it much tougher to dislodge Republican incumbents. Tennessee became the ninth state to redraw its congressional map ahead of the midter. - In Florida, a push potentially to redraw maps to favor Republicans. - It's up, it's up, it's up. - We will likely see more of these battles before the midterms, whether it affects the midterms or not. It's still to be determined. - Democrats have tried to make up the difference in blue states with similar maps, but in general, Republicans have been the ones to build this protective wall that could now require Democrats to overperform. Well yesterday, the Supreme Court effectively said Missouri will not be able to enact their new map, and now with less than two months to go, officials are scrambling to figure out which constituents are voting where. ABC Senior Washington reporter Devin Dwyer covers the Supreme Court, Devin, can you break down what happened here? - I mean, this has been absolutely chaotic, Brad. Not only are voters trying to figure out who's voting where, but who are the candidates and what districts are they gonna represent. This Missouri saga is unprecedented on so many levels. The bottom line, as you said at the top, is the US Supreme Court yesterday effectively shut down Republicans' efforts to move forward with their favorite map. This was a map that was drawn many months ago as part of that nationwide arms race of mid-decade redistricting prompted by President Trump to squeeze out every last advantage for the Republican Party. And what happened, Brad, is that the Supreme Court simply said that map cannot fly. They said a state Supreme Court decision that an invalidated that map has to be honored. It was not explained, there were no dissents, but the bottom line is now there is this scramble in Missouri, but at least there's some clarity, right? That they have to move forward with the 2022 map, and that's good news for Democrats because at least one of these districts in Missouri, two districts are represented by Democrats, we're going to be essentially drawn out of existence. So how did this all come to a head? Well, this is really in large part this whole legal battle stemmed from an effort by Democrats and Democrat-backed advocacy groups to have voters approve a referendum on the ballot this fall, the new redistricting effort that Republicans wanted. They got enough signatures. voters say this new map is the map we all want. Yeah, so before this campaign, this signature gathering campaign for this referendum was basically, okay, state Republicans at the behest of Donald Trump have redrawn this map in the middle of the decade. Well, let's put it directly to voters as to whether or not we should have that. And what the state Supreme Court said is that referendum has to be honored. It has to be put on the ballot, and now it will be on the ballot. but what Republican state officials did is they completely disregarded the referendum effort, and they proceeded to pace with their own map. Anyways, in fact, Brad, they held the primary election using their map even though state courts were saying you cannot do that. And so, as they were going to the US Supreme Court, saying that courts were creating confusion, one can imagine that the justices were looking at this maybe a little skeptically, that the confusion had really come on the part of state officials who didn't abide by lower court decisions. - But that's what's so interesting is how we've had almost a back and forth, like we've been living in multiple map land in places like Missouri for a while now. Did the Supreme Court then you said they didn't really give an opinion, so do we know how they feel about redistricting or when you can redistrict or is this just like, let's just put it on hold for now? - We don't know how they feel, but it was very interesting, one that there was no dissent, Brad, but two that nothing that was written, the court has been under some pretty intense scrutiny over the past year, really, about deciding things on an emergency basis during this Trump presidency and not explaining what they're doing, they have gotten better at explaining themselves, writing at least a little something to say why they're doing what they're doing. They didn't do any of that here, which suggests to me that the issue was pretty clear cut to them. Maybe it was the fact that the bar is pretty high for the US Supreme Court to get involved in overturning a state Supreme Court decision, but more likely, this is just my speculation, there's something called the Purcell Principle in federal jurisprudence, which is that federal courts shouldn't be meddling with election laws and policies when it is so close to an election. - Which is why the state Supreme Court said, yeah, no, you gotta put it to the voters, let them decide it, that should be honored. It's basically the law of the land right now. - That's the law of the land now, so the Supreme Court stepped aside, they said, they didn't say, but they implied what the state Supreme Court rule is in effect, and the state Supreme Court ordered that this new Republican map not be used this fall, but put to voters about whether it should ever be used in the future. - But is there still an effect of all of the back and forth itself? Could that have an effect on voters? Who like, I don't know if they have to show up to different voting precincts, but to even know who your candidates are, is there a chance that even the back and forth could have already created some chaos at the polls? - Oh, absolutely. I mean, we're well past deadlines that all of these things should have been decided, and in fact, now in November, when voters in Missouri go in these districts and vote for representatives for the US House, they will be voting on a map that was not used to pick the candidates in the primary. And the Republicans are saying that this is now going to quote unquote, disenfranchise millions of voters who participated in the primary and picked their candidates based on the map they thought they were going to be using. And now parties are going to basically be putting forward the candidates for these contested districts quickly on their own because of the short timeline. And apart from that, state election officials are going to have to do a lot of educating on which, Missourians live in which districts who gets to vote for whom and what candidates will be on the ballot, which they need to start printing very soon. - Right, especially the fact that you could have voted in a primary for one candidate, and now he, even if that person won, that guy's not on the ballot anymore 'cause you're in a whole different congressional district, even though you never moved anywhere, Devon Dwyer, thanks for breaking it all down. - Thanks, Brad. - Okay, one more quick break, one more come back. And one last thing, I feel like certain planets in our solar system get star treatment. Earth's got the life, that's cool. Jupiter is huge, Saturn's the prettiest. Even Uranus has the dazzling, vertical rings. You know who never gets enough love, though? Mercury. It's hot, it's small, and I did not know this. It's getting smaller. I'm sorry Matthew, has Mercury been shrinking this whole time? And no one told me? Mercury has been shrinking this whole time. This is ABC's Matthew Glasser, who covers science and space. He says Mercury has actually been shrinking ever since it was formed four and a half billion years ago. Apparently, its hot molten core keeps cooling, ever so slightly, which allows its surface to tighten around it. But yesterday, a study out of Germany's Aerospace Center came out suggesting it's actually been shrinking faster than we realized. The issue here is that Mercury's surface isn't flat or even gently curved, it's wrinkly. The study's lead author says you could imagine Mercury is a grape sitting really close to the sun. You can imagine a grape turning into a resin because if you lose a volume, of course, you have kind of wrinkles on the surface. So Matthew says usually, you'd figure out a way to measure the wrinkly surface in normal circumstances. This would be evenly spread around the planet. But these wrinkles weren't. Turns out several areas were covered by craters and debris from the constant barrage of meteors on Mercury and unable to seal those extra wrinkles, scientists estimates had been off. They're just hidden in the rough parts of the planet. Areas covered with debris, areas that are hard to measure. And so when they accounted for that, when they said, you know what, if we take what we know about the smooth areas and we make that all across the planet, they came up with a very different calculation than previously had been determined. - How much different? Matthew says it might have shrunk an extra 30%. - Wait, what, how can the planet shrink that quickly? How does that happen? - Well, first of all, it's not quickly. It's billions of years, so it's geological terms. It's only quickly in the sense that they did a reassessment of how much and think that we were underestimating the amount. - But even if this was a drastic mis-measurement, why should we care? Well, scientists say it's important to understand how planets evolve. After all, we're on one. - It's actually a really interesting timing for the study because there is a new probe to actually, it's a partnership with European Space Agency in Japan that it's just about to arrive in orbit of Mercury and do some studying of the planet. - These research vessels are traveling as a pair. In a few months, they'll arrive, separate, and try to confirm all these findings among other things as they explore Mercury's perimeter. - By understanding what's going on with Mercury, maybe there's some lessons to be learned about our own neighbor at the moon. - Perhaps there's another lesson here, a reminder that nothing in this universe is permanent. We talk about global warming here. Mercury is a pretty extreme example of warm, but it's literally changing shape. Don't count it out just yet, though. - Mercury is in no danger of disappearing. Certainly not in any time that the humans will be able to observe that. - Okay, good, 'cause I've already had to go from nine planets in our solar system to eight when they got rid of Pluto, I can't lose another one, Matthew. - No, I hear you, nobody wants to lose Mercury, and I think we're okay there. - I gotta release the raw interviews with Matthew Glasser someday. It's literally 15 minutes of me being like, "So is this what's happening?" And him being like, "No, Brett, please learn science." And then he coming back and we just do it all over again.
